Have lived here 5 years. When we got ourTIE's 2 years ago they are temporary. How do we get our TIE's made permanent.

When we first became residents we got our NIE'S and we were able to get viajes for 75% discount on travel. When we changed to TIE's we tried to get viajes for flights to the mainland but we're told that because they are temporary we are not eligible because we have not lived here 5 years. How can we rectify this as we HAVE lived here over 5 years.
